2024 Homebuyer Dream Program™ is Now Open!
SeaComm has continued its partnership with Federal Home Loan Bank of New York in offering down payment and closing cost assistance up to $19,500 to qualified home buyers. The Homebuyer Dream Program™ is a grant that makes funds available to first-time home buyers earning at or below 80% of the Area Median Income.
The FHLB of New York also announced the addition of Homebuyer Dream Program™ Plus, which offers the same grant opportunities to first-time home buyers earning greater than 80%* AMI and an additional $500 towards defrayment of nonprofit counseling agency costs for a maximum of $20,000.

2024 SeaComm Scholarships
Shirley J. Eagles Scholarship applications will be available at SeaComm.org beginning March 1, 2024. Application submission deadline will be Friday, May 3, 2024 by 5:00 p.m.
If you are a parent or legal guardian of a graduating, college-bound high school senior and have an account with the credit union, or your child has an account with the credit union, we welcome him or her to apply!
SeaComm will be awarding $1,000 scholarships to ten (10) students. We wish all of our applicants the best of luck! Summer Business Scholarship applications will be available at SeaComm.org beginning March 4, 2024. Application submission deadline will be Monday June 3, 2024 by 5:00 p.m.
Up to $500 will be awarded to five (5) students who rise to the top with their business idea. Each student will be required to provide a business plan, proposed expenses and an overview at the end of the program. If the applicant advances to the final round, he/she will be expected to prepare and participate in a Zoom presentation to the Business Scholarship Committee before the final selection has been made.
The goal of this scholarship is to promote entrepreneurship with young people throughout our communities. Happy Retirement Barb Bessette!
After 18 years of dedicated service to the credit union, Barb Bessette has retired! Barb started her career with SeaComm on December 4th, 2006 as a Financial Service Representative, being trained in both member service and lending. Throughout her career, Barb accepted the additional duties of Assistant Branch Manager of our Canton location and was later promoted to Branch Manager in 2017. Barb was also appointed by SeaComm’s Board of Directors to serve on the board’s nominating committee from 2019-2023.
Born in Lowville, NY and raised in Harrisville, as well as Black River, Barb enjoys spending time with her family, camping in the summer, and snowmobiling in the winter.
When asked what she is looking forward to most in retirement, Barb says, “Making new memories with my family, especially with my granddaughters.”

New Hires & Internal Promotions
Morgan Smart of Plattsburgh has been appointed to the role of Branch Manager for SeaComm’s Plattsburgh branch location. Morgan was specifically hired for the position and came to the credit union with over 14 years of experience in the financial industry. Morgan previously held the position of VP of Operations at a local financial institution prior to joining SeaComm. In her new position, Morgan manages the daily branch operations and works with the Plattsburgh team to deliver quality service to our members.
Holly O’Brien of South Burlington has been appointed to the position of Branch Manager for SeaComm’s South Burlington branch location. Holly joined the credit union with over 15 years of experience in the financial service industry. Throughout her financial career, Holly has served as a Teller, Member Service Representative, Consumer Loan Officer and Branch Manager. In her role as Branch Manager, she oversees branch operations, including teller and lending functions, and ensures high member service standards.
Elizabeth Holliday of Massena has been appointed to the role of Branch Manager for SeaComm’s Canton branch location. In her new position, Elizabeth manages the daily branch operations and works with the Canton team of staff to deliver a quality experience for the membership. Elizabeth brings a combined 30 years of experience in the retail and financial service industry to her new role. Throughout her career with the SeaComm, Elizabeth has served as Financial Service Assistant, Financial Service Representative, Assistant Branch Manager at the Potsdam location, and Branch Manager at the Ogdensburg location.
Brianna Uppstrom of Massena has been promoted to Assistant Branch Manager for SeaComm’s Massena branch location. Brianna began her career with SeaComm in 2020, and previously served as a Teller and Financial Service Representative. In her new position, Brianna assists in managing the daily operations of the branch while empowering staff to deliver quality member service.
Emily Clark of Massena has been promoted to Interim Branch Manager for SeaComm’s Ogdensburg branch location. In her new position, Emily manages the daily branch operations and works with the Ogdensburg team of staff to ensure member satisfaction. Throughout her career with the credit union, Emily has served as a Teller, Financial Service Representative, and most recently Assistant Branch Manager at the Massena location.

Performing Random Acts of Kindness Since 2017
Heathers Sweet Treats – Essex, VT
SeaComm covered the cost of ice cream at Heather’s Sweet Treats in Essex. The event was announced in advance on the credit union’s Facebook page, and more than 170 individuals enjoyed their choice of ice cream for free on Friday, July 28. SeaComm staff also provided individuals with phone fans, reusable straws, and other fun items.

Zoo New York – Watertown, NY
SeaComm paid for admission at Zoo New York in Watertown. The event was announced in advance on the credit union’s Facebook page, and more than 500 individuals enjoyed the zoo for free on Friday, August 18. Visitors also went home with water bottle fans, pocket screwdrivers, and other giveaway items.

Feldman’s Bagels – Shelburne, VT
SeaComm paid for meals at Feldman’s Bagels in Shelburne, VT. The event was announced in advance on the credit union’s Facebook page, and more than 50 individuals enjoyed free bagels, sandwiches, and other food items of their choice on Wednesday, October 25. SeaComm also provided customers with pop sockets, reusable grocery totes, and coffee tumblers.

St. Lawrence Hockey – Canton, NY
SeaComm purchased 25 pairs of St. Lawrence University Hockey tickets and donated them back to its membership. The 50 tickets were raffled for free on the credit union’s Facebook page, and the winners were notified by phone prior to the hockey game, which took place on Friday, December 8 at Appleton Arena. The ticket winners were also given winter hats and ice scrapers, as well as complimentary popcorn and refreshments courtesy of SeaComm.

Exceptional Service Is Our Top Priority
Service is a strategic goal set by our Board of Directors and one we work to exceed every day. One of the ways we gauge how we are doing is the use of our Quality Loop Survey. On a monthly basis, these random surveys are mailed to members who have conducted some sort of transaction at the Credit Union. This can be as simple as a balance inquiry in our Call Center, or applying for a loan in person or electronically. Whatever the circumstance, we want feedback on how our member was treated and if we did everything necessary to make them feel valued. Scores range from one to seven (7 being the best). Our overall result for 2023 was 6.81. We do the same on our internal service to one another. Scoring is one to five (5 being the best). The overall Internal Service score was 4.95.
At the end of each year, we calculate the overall average of every employee who received surveys on their delivery of service both externally and internally. The top ten are given the President’s Award for Service Excellence.

All ten were recognized for their high achievement in this area with their names on a plaque, an appreciation certificate, gift and a lunch.
This is the 11th year in a row for Rose LaPoint-Matthews of our Canton Branch, who has been consistently at the top for exceptional service. We are extremely proud of these individuals and the work all of our employees perform with their consistency in delivering exceptional member service.
For the third time, a branch was given an award for the top Quality Loop overall average. This year, the Watertown Branch with an overall score of 6.94 out of 7 took the top honor. Congratulations to Jess Roach, Branch Manager and her entire team.
Keeping Engaged Staff is Key
We absolutely know why SeaComm is so successful. We have a talented, smart, hard-working staff, which takes great pride in their work of serving our members. We do have high expectations and are committed to maintaining that standard, moreover, we are incredibly fortunate to have dedicated employees who live our service values.
To ensure we are keeping engaged with our staff, we have participated for the last fourteen years with an employee engagement survey. For the first ten, Best Companies to Work for in NY and most recently the Great Place to Work. The feedback, which is provided by our staff, gives us the ability to talk about areas, whereby as an employer we can improve, whether it is in the area of training, benefits or communication.
This is an ongoing dialogue, which occurs between each survey, amongst our staff, managers, senior management and board.

Financial Strength
Our financial position continues to remain solid. Year-end assets climbed in excess of $799 million, an annual growth of 3% from year-end December 31, 2022. At the same time, our net operating expenses YTD were at 1.96%, well below our goal of 3%. We finished the year with a net income of $7.6 million, garnering us more than $112 million in undivided earnings to date. Our total dividend expense was $6.7 million, which included an additional $2.1 million more than was budgeted. This additional expense offered our members a better rate of return on their certificates of deposit. Capital remains a key component to our financial health, as it is necessary to maintain adequate financial reserves for loan losses as our assets continue to grow. It ensures that we are able to withstand any uncertainty. Our risk-based capital requirement of at least 10% by the National Credit Union Administration, due to being a large complex credit union, ended at 24.95%, well above regulatory requirement.
Our financial strength continues to be nationally recognized. BauerFinancial, an independent rating company, recently awarded us their Superior Five-Stars. They analyze the performance of U.S. Banks and Credit Unions. The star ratings classify each credit union based upon a complex formula which factors in relevant data including, but not limited to: capital, historical trends, loan delinquencies, differences in the book and market values of the investment portfolio, profitability, repossessed assets, reserves, charge-offs, regulatory compliance and asset quality. It has deemed SeaComm as safe, financially sound and we are operating well above their regulatory capital requirements.
Recently I, along with other private-sector employers and governmental representatives, met at the Credit Union with New York State elected officials Senator Dan Stec, 45th Senate District, Assemblymen Billy Jones, 115th Assembly District and Assemblyman Scott Gray, 116th Assembly District to discuss issues that relate to economic development in the greater Massena area. It was a highly constructive opportunity for all who participated, including Pat Curran of Curran Renewable Energy, Bill Fiacco, Developer and Owner of the Grist Mill, Dale Kramer, Kramer Wealth Strategies and Sue Bellor, Supervisor, Town of Massena.
90 Years of a Cooperative Financial System
The Federal Credit Union Act, which in essence ensures that we make credit available and promote thrift through a national nonprofit, cooperative system, was signed into law in 1934, by President Franklin Delano Roosevelt. This was born out the Great Depression to ensure that credit is made available to those who needed it. As we near the end of our 60th year in operation, we are reminded of that intended mission; and will be forever committed to our roots of taking care of all our members in the same basic foundation of those early days, which for us started six-decades ago, in that iconic toolbox.

Northern Roots Salon & Spa
Small businesses are the backbone of America’s economy. Entrepreneurs work very hard each day to provide great services, especially at the local level. Keely Ashley is no different. Her hard work and dedication to her craft is about to pay off. She is the owner of Northern Roots Salon & Spa, and her journey is one worth paying attention to.
After graduating from Norwood-Norfolk Central School in 2021, Keely Ashley went on to study at the Center for Natural Wellness School of Therapeutic Massage in Albany, NY. She also started working at Studio 162 in Massena, NY as a nail technician trainee. Her passion for massage therapy led her to Truly Chiropractic in Brasher Falls, NY where she started practicing massage therapy. Now that she has passed her boards and is an official New York State Licensed Massage Therapist, it’s time for the next big step. With her clinical and spa setting experience, Keely is building something of her own.
Keely’s dream has always been to open her own business, and that is exactly what she’s doing. Northern Roots Salon & Spa is her dream coming to life. Keely founded the business in June 2023, and she has big plans for her space. Along with massage therapy, Keely is looking to provide the community of Norfolk with a full service salon.
Her business model will be similar to other salons where freelancers can come in and rent a space for their service. Keely explains, “I will be offering three rooms for rent, where I’m hoping to have a Reiki practitioner, facialists, and wax technicians.” Those aren’t the only services Northern Roots Salon & Spa will provide. “There will also be four hair dresser stations, as well as two nail stations for manicures and pedicures. “ Northern Roots Salon & Spa will provide.
From her late teens through her time as a new business owner, Keely has been working closely with SeaComm. “I’ve been a member since I was about 16, and I have had a really great experience working with SeaComm,” said Keely. “The loan process has been very positive and I’ve had amazing people helping me with that.” Providing both a positive and helpful experience makes the process a lot easier.

Donations & Community Outreach
SeaComm Employee Toy Drive
SeaComm employees recently made a donation of toys to support the Toys for Tots and Toys for Kids program operated in Northern New York and Vermont, respectively. The year-long employee fundraising efforts contributed to a $5,112 donation of toys, which were delivered to children in need who live within communities served by the credit union. Toys For Tots and Toys for Kids are operated by the U.S. Marine Corps Reserve with the mission of collecting and distributing toys as Christmas gifts to children in need throughout the community.

Feeding Chittenden
We were honored to contribute a combined $9,000 in support of the local Neighborhood Centers of St. Lawrence County and the JCEO Food Services Program, which extends aid to Franklin and Clinton Counties in NY. We also donated to food pantries in communities served by the credit union. This included the Good Samaritan Food Pantry in Malone, Feeding Chittenden food shelf in Burlington, VT, Aunt Dot’s Place in Essex, VT and Urban Mission in Watertown, NY. These organizations provide services such as emergency shelter, utilities, and food to families in need.

United Way of Northern NY
We were happy to deliver a combined total of $50,000 to five local not-for-profits as a way to enrich the communities we live in. This financial support was made in conjunction with the Small Business Recovery Grant Program provided by the Federal Home Loan Bank of New York. We presented each of the following not-for-profits with a $10,000 check; United Way of Northern NY, St. Lawrence County Historical Association, Police Activities League of Massena, Massena Arts and Theater Association, and the St. Lawrence Power and Equipment Museum.

In 2023, SeaComm contributed more than $428,000 in donations and local sponsorships. This included donations to the foundations of University of Vermont Medical Center and Almanzo Wilder Farm Restoration.

2024 Annual Meeting
The Annual Meeting of the members of SeaComm Federal Credit Union will be hosted online on Tuesday, May 21, 2024 at 7:00 p.m. A virtual meeting link will be provided to all registrants prior to the meeting. As is customary, Finance, Directors, Supervisory Committee and President & Chief Executive Officer will present reports for 2023.
There are two vacancies for the Board of Directors. The nominees are Wayne Duso, and Robert Santamoor. Wayne Duso began his service on the Board of Directors in 1995. He is a retiree from Alcoa, after working for over 35 years in various engineering and management positions, including plant manager. Mr. Duso attended Norwich University and Syracuse University. Robert Santamoor started his service on the Board of Directors in 2015. He is the Executive Director of the Village of Potsdam and Village of Canton Housing Authorities. Mr. Santamoor is also a second term Trustee for the Town of Canton Board. He acquired a Bachelor of Science, Business Administration from SUNY Empire State College in 2003 and a Master of Business Administration in 2013, also from SUNY Empire State College. He experienced higher education while serving 14 years with ARAMARK Corporation as a manger, director and operations manager. Mr. Santamoor is married and has three adult children and currently resides in Canton.
If any member wishes to run for a vacancy, nominating petitions are available through Tammy Harrigan at SeaComm’s 30 Stearns Street, Massena location. The petitions must be signed by one percent of the members, all 18 years of age or older. Petitions and pertinent paperwork must be returned to Ms. Harrigan at the 30 Stearns Street location by 5:00 p.m., April 11, 2024. If no petitions are filed for a vacancy, there will be no nomination from the floor or any election for that vacancy at the Annual Meeting.
A complete list of candidates will be posted in a conspicuous place in the credit union offices along with qualifications and biographical data on those nominated. The election, if required, shall be determined by plurality vote and shall be by ballot.
